I'd like to have a debit card
I've got a "personal finance" question, I hope it's the correct group
:)
I live in Belgium, I've got two bank accounts (one at ING [I used to be at BBL, which became part of ING], one at Fortis [I used to be at the "Generale de Banque" or something like that IIRC]).
First I've got a terminology question :
I do have cards from these two banks (one from each) allowing me to pay using "Proton", allowing me to withdraw money at ATMs and allowing me to pay from the account (that is: I can pay either
with Proton or from the account).
Are these bankcards "debit cards"?
Anyway, now I'd like to have a debit card. I suppose this debit card will need to be 'linked' to one of my two accounts. Due to the always-on-the-rise CC fraud on the Net (and elsewhere),
several banks have started proposing 'one-time CC numbers'. A generated number that looks like a credit card number but that is only valid for one operation.
I see advantages with this system: buyer can buy safely, not-well-known-honest-seller will have buyer more susceptible to buy (they won't fear a scam).
(Various US banks do this and PayPal even has virtual debit card, but it's linked to a 'real' debit card and I *think* it's only for US citizen).
I'm interested in having such a system, is it available in Belgium? Which brand should I go with?
I've heard about 'secure-token'/Digipass linked to credit card, but I don't know much about that (I do use a digipass with my Fortis account to make payment online, but it's not linked to a credit card).
It's to pay for things I'll be buyin from foreign countries (mostly the US and Japan), on site accepting credit card as a payment method.
And last but not least, in the US the protection of the owner of a credit card is actually very good: if you oppose a transaction, the company that issued the credit card must give you your money
back unless they can prove you did really use the credit card (which is impossible to prove in case of a fraudulent 'cardholder- not-present' type of fraud).
Is it the same in Europe? In Belgium?
I ask it for I had a friend that got her Visa number used to buy something in Brussels (she was living in Brussels). It took her month to get her money back. Thankfully she was consulting in another city the day the fraud was done... So she could prove that she was not in Brussels. But it took month and the process was reversed: she had to prove that she didn't do the transaction, instead of having the bank prove she did it.
Any infos greatly appreciated,

In Belgium you can apply for a citibank visa card http://www.citibank.be/,
they have"Citi Internet Numbers" wich is the system you describe and is free
with every CC.
I'm personally using this system a lot with my CC to buy online, or even to
allow friends and familly to buy somthign online with my CC if they don't
have one.
You just have to login at the site, enter the maximum spending limit, and
you will get a number that is valid for 2 months.
You don't have to have a currents account with citibank for you credit card,
you can pay the bills by wire transfer from your current bank.
Look arround on the website for the best card that suits you, a co-branded
Neckermann Visa card is free for life if you apply now,
and you 1% of you purchaces back to spend on a Neckermann holiday.
